The members of the ACIIA Council are appointed at each Annual General Meeting. Federation and Contracting Members of ACIIA are eligible for appointment as members of the Council.
Yasuhiro Maehara, Senior Advisor, SAAJ Japan
In a career with the Bank of Japan spanning more than thirty years (1974-2005), Dr. Maehara worked in such areas as international finance, monetary policy, Diet liaison, and public relations. In 1998, he became the first advisor to the Governor in charge of Diet liaison and interfaced with politicians under the new Bank of Japan Law for two and a half years. He was a visiting scholar at the Brookings Institution (1987-89), Chief Representative of the Bank of Japan in Washington, D.C. (1992-95), General Manager for the Americas in New York (2000-03), and Deputy Director-General of the Monetary Affairs Department (2003-05).
In 2005, he joined Hitotsubashi University to become professor at the School of International and Public Policy, and directed the Hitotsubashi Executive Program for Macroeconomic Policymakers, a two-week seminar for senior officials of ministries and central banks in Asia (2005-10).
He was a member of the SAAJ Board of Directors (2011-21), and in 2013 became the President and Chief Executive Officer of SAAJ (2013-21). In August 2021, he became the Senior Advisor of SAAJ, mainly for international relations.
He graduated with a BA in economics from Hitotsubashi University in 1974 and obtained a PhD in economics from the London School of Economics in 1981. He became a Certified Member Analyst of the Securities Analysts Association of Japan (CMA) in 2012.
Klaus Beinke, Managing Director, DVFA Germany
Klaus Beinke is based in Frankfurt and has been the Managing Director of the German Association for Financial Analysis and Asset Management GmbH (DVFA), the leading provider of education for capital market issues since 1st April 2020. Before this over a period of 25 years Klaus held various management positions at the Frankfurt School of Finance & Management, a top business school in Europe where as Vice President, he built up Professional as well as Executive Education and developed it into the economically decisive pillar of the institution.
As a long-standing member of the Presidium, he and his 120 employees were responsible for the entire Open Enrolment as well as the Customized Programmes. In addition, he was in charge of the digitization of educational processes as well as for the development of online and blended educational offers as a member of the executive board of efiport AG.
Klaus has an apprenticeship as a banker and a diploma in business administration from the University of Osnabrück with a focus on business informatics and finance.
Hans Buysse, member of the Executive Management Committee, EFFAS Europe
Hans Buysse is the Managing Partner at Clairfield Belgium, the Belgian partner firm of Clairfield International, a worldwide corporate finance firm that provides advisory services, mainly in cross-border mergers and acquisitions, to both international corporations and family-owned enterprises across an array of industries.
Hans is Chairman of the Belgian Association of Financial Analysts, President of the EFRAG Administrative Board, EFFAS Executive Management Committee member, vice-chairman of XBRL Europe, and ACIIA Council member. He has been member of the Consultative Working Group (CWG) of the Corporate Reporting Standard Committee (CRSC) of ESMA and Vice-Chairman and member of the EFRAG (Financial Reporting) Board.
Hans Buysse holds a masters degree in applied economics, specialised in finance, a masters degree in management and a degree in tax. He is a Certified European Financial Analyst (FSA accredited).
Douglas Elespe, Chairman of Professional Training Programmes and Certifications Committee, IAEF Argentina
President and CEO of FIX SCR , the local affiliate in Argentina, Uruguay and Paraguay of Fitch Ratings. In the past, Douglas was the founder, partner and CEO of other rating agencies, from Magister-Bankwatch to its successor Moodys Latin America. Moreover, he has also been a private consultant-counsel and managed or directed other firms and financial institutions as the Royal Bank of Canada (Manager, Argentina), Thomson Financial (now Thomson Reuters, President), La Ley (Director) and Lipo Chemicals (President), among others.
Douglas is the Past President of the Instituto Argentino de Ejecutivos de Finanzas (IAEF) and now Chairs the Professional Training Programs and Certifications Committee of IAEF.
He has a tenure as Professor of Law and Economics at the University of Buenos Aires, Vice Chairman of the Masters Program. Professor of Economic Policy at Graduate Level, currently is responsible for The Banking System and Capital Markets at the Post Graduate Masters Program, UBA. Attorney at Law, graduated from Universidad de Buenos Aires, Post graduate: MBA, PhD Economics and Finance, (UCLA and UBA). He is a regular speaker at conferences at universities and institutions such as IADB, IIMV, EFFAS, CIIA, and other local and international entities. Published, authored and co-authored specialized articles and books, rating manuals, etc., on Finance, Capital Markets, Banking Law and Economics. Honors Diploma University of Buenos Aires and Life Member California Scholastic Federation.
Holds a Life Membership of the California Scholastic Federation. Member of the Center of Law and Economics together with The Nobel Prize Winner Edmund Phelps´ Chair, UBA- and the Institute of Constitutional Law, National Law Academy, Buenos Aires, and Membership in the Scientific Methodology Institute of the Academy of Morals and Political Science, Argentina.
Dr. Andreas Jacobs is the Chief Executive Officer of AZEK AG and the Swiss Financial Analysts Association SFAA based in Switzerland.
The Swiss Financial Analysts Association aims at contributing to ensure a high level of qualification among professionals working in the financial sector. The SFAA is recognized by the State Secretariat for Education, Research and Innovation SERI as the examining and awarding body in relation to the Federal Diplomas. It is also the parent company of the Swiss training centre AZEK. AZEK contributes to the standing of the Swiss financial sector by offering a set of high quality training programs to cover the specific needs of both the financial professionals and their employers.
Since 2010 Dr. Jacobs is Chairman of the Board for OLZ & Partners Asset and Liability Management AG, based in Bern. OLZ is an independent asset and wealth manager with an investment strategy that prizes rationality over rashness and science over speculation. It manages assets from both private and institiutional clients based mainly in Switzerland.
Before joining AZEK and the SFAA, Dr. Jacobs was Managing Partner & Chief Financial Officer at Aravis AG in Zürich. Aravis is an independent Swiss on-shore private equity house, an established investor in the renewable energy and life science spaces. It is serving over 30 leading investors including corporates, pension funds, government funds, insurance companies and family offices and actively managing more than a quarter of a billion Swiss francs.
Dr. Jacobs was Chairman of the Board of UBS Fund Management AG in Basel and Chairman of the Board of approximately 30 UBS Fund Management companies / SICAVs in Luxembourg.
Dr. Jacobs is a Lecturer in Portfolio Management for the CIIA program and also a lecturer in Finance at the University of Bern. He holds a Phd in Finance.
Maximilien BECQ, Board Member, French Society of Financial Analysts (SFAF), France.
Maximilien has been a Member of the SFAF since 2013, a Lecturer for the CIIA program since 2017 and a Board Member of the SFAF since 2021.
Maximilien has been working since 2019 at AXA Investment Managers (€887Bn of assets under management as at Dec.2021). After having been dedicated to business development and Responsible Investment issues for the Equity, Fixed Income and Multi-Asset investment strategies as a Senior RFP Manager, he is now an Investment Specialist on Alternatives strategies: Impact Private Equity and Alternative Credit.
Previously, between 2008 and 2018, Maximilien held various positions in the banking industry. He started with Internal Audit for the BPCE Group, the second biggest French bank, before joining the Corporate and Investment Banking (CIB) teams of Natixis as a Credit Analyst on the Insurance sector and then as a Sales dedicated to the Banking sector.
Maximilien holds a Master in Finance and Audit (ICN Business School, Nancy, France). He is a Certified European Financial Analyst, a Certified International Investment Analyst, and a Certified ESG Analyst (CEFA, CIIA and CESGA holder).
Yi Shen, Director of Member Service Department II, SAC China
Ms Shen has been working at the Securities Association of China since 2004. She held a variety of responsibilities in different fields. Between 2004 and 2011, she annually formulated and revised the syllabus for the qualification examination and training programs, as well as the Qualifying Materials for securities practitioners and senior managers in China. She played an important role in the developing of the online training system as well as the whole framework of face to face training sessions for securities practitioners in China.
Between 2011 and 2015, she was the Director of Information Communication Department and was responsible for organizing industry research and served as the Executive Deputy editor of the Journal of “China Securities” and “Essay of Securities Industry Innovation and Development”, the Executive Deputy Editor of “The Development Report of China’s Securities Industry”.
Since 2015, she became Director of Member Service Department II and was in charge of professional committees in fields such as securities analysts and investment consultant, financial accounting and risk management, internet securities etc. She organizes experts from industry to develop and revises self-regulatory rules in above mentioned fields. She also organizes research on key issues of concern for securities industry, and feedback industry suggestions to regulatory authorities.
Ms Shen has a PhD in Management and a Master in Economics.
